Yes, that is always a shor cut to the fast response.

1) high concentration within safety limits.

2) vehicle or conveyer to convey it to the deepest area of hair follicle---hair papillae.

As to 2), I proposed Senburi extract conveyer at the last of forum #8. Senburi extract is a favorite trick of conveying other compounds to papillae adopted by many Japanese hair growth products, because Senburi finally concentrates at the area of papillae with blood stream improving. In short, spread carafate suspension, next spray Senburi extract over it, or dissoluve sucralfate powder in Senburi extract alcoholic water soution and apply it.
